This Developer Diary for PAYDAY: The Heist answers part of my question in that you can make it a thinking mans robbery. It doesn’t look you can complete the whole level without firing a shot but there is some new information revealed. You trade civilians for downed teammates, you can intimidate cops and take them as hostages and you can choose your perks pre-match. Looks awesome and this video furthers my want to play this now!
